The primary aim is to prevent monopolistic pricing by regulated transport entities like Transnet and combat inefficiencies in the transport sector Bowmans. The Act is expected to open the freight rail sector to private competition, with the TER regulating access to Transnet’s infrastructure Norton Rose Fulbright. Although the commencement date has not yet been set by presidential proclamation, the legislation represents a transformative shift for South Africa’s transport and logistics industry, including refrigerated transport operators.
